This article is a collaboration between researchers, academics and public health experts from Europe, North America and Africa, working with recipient governments, in research centres and donor organisations, or as individual experts. It presents a critical perspective on how performance-based financing (PBF) is actually implemented and questions the view that PBF in the health sector is an effective, efficient and equitable approach to improving the performance of health systems in low-income and middle-income countries. The authors, Mathieu Seppey, Valéry Ridde, Laurence Touré and Abdourahmane Coulibaly aimed to understand a pilot project’s sustainability process and to assess its level of sustainability. The project’s objective was to improve demand and supply of health services through financing performance.

This study is available in open access in the Volume 191 of Social Science & Medicine Journal until November 9th, 2017. The authors, Anne-Marie Turcotte-Tremblay, Idriss Ali Gali-Gali, Manuela De Allegri and Valéry Ridde documented the unintended consequences of community verifications for performance-based financing in Burkina Faso through a multiple case study of seven healthcare facilities in Burkina Faso.
