Background

The Bamako Initiative (BI) established the user-pay principle. Adopted in 1987 by West African countries as a policy to stimulate the primary health care strategy, that principle did not produce all the intended effects. In fact, it did not improve access to healthcare, especially for the worst-off. Several health policies have been introduced since that time to improve access to healthcare, especially for the worst-off.

The publications presented here provide analyses of the different policies implemented, to foster linkages between the utilization of scientific knowledge and the implementation of public policies to ensure equity of access to healthcare.
